The statement ‘The buck stops here!’ is a response to the term ‘passing the buck,’ meaning to give the responsibility to someone else. President Harry Truman had a sign on his desk that read ‘The Buck Stops Here!’ In a speech he gave at the National War College in 1952 he said, ‘You know, it’s easy for the Monday morning quarterback to say what the coach should have done, after the game is over. But when the decision is up before you – and on my desk I have a motto that says ‘The Buck Stops Here’ – the decision has to be made.’ For more information see here:
