What is Sovereign Immunity?

Sovereign immunity is quite complex. There are levels of sovereign immunity ranging from the state level to the international level. Dignitaries and heads of state can invoke sovereign immunity to avoid prosecution of crimes or civil liability resulting from their actions. Sovereign immunity through the years has been thoroughly challenged and does not carry the stigma that it used too.
