Bring water to a boil then add 1 pound of spinach. Return to a boil. Cover and cook for a couple of minutes. Drain and set aside. Melt 2-3 Tbsp. of butter then stir in 3 heaping tsp. of flour. Slowly stir in 3/4 cup chicken broth and 3/4 cup milk. Cook until thickened. Stir in cook spinach. Salt and pepper to taste.
