Jelly beans are made from sugar, starch, corn syrup, and of course, coloring and flavoring. The chewy center of the jelly bean is made first from a candy syrup that hardens a little. The flavoring is also added to this mixture. Next, the jelly beans are covered in corn starch and then coated in their multi-layered candy shells. Flavoring and coloring is also added to the shell mixture, too.
