To make dumplings, mix flour, salt, and pepper together. Add cold milk a little at a time and stir until the flour forms a ball. Turn the ball of dough out on a floured surface and knead 3-4 times. Roll out the dough to 1/8-1/4′ thick. With a sharp knife cut strips of dough and then cut the strips into squares or rectangles. Drop the dumplings one at a time into boiling/simmering chicken broth. Cook the dumplings for about 20-30 minutes.
